Duties

Help

As the Artificial Intelligence Program Manager, you will be part of the Office of the Chief Information Officer. If selected, you will be responsible for:

  • Recommending enterprise management approaches on the implementation and use of AI, including designing and implementing AI architectures and pipelines that are scalable, reliable, and secure, using the latest technologies and best practices.
  • Developing robust, reliable, repeatable and standardized evaluations of AI systems, as well as policies and mechanisms to test, understand, and mitigate risks from these systems before they are implemented in OPM.
  • Leading OPM's application of NIST and other government wide entities developing the federal government's guidelines for the use of AI. Developing OPM's requirements in alignment with the guidance from NIST, including the AI Risk Management Framework.
  • Collaborating with various stakeholders, including OPM's executive leadership, program office leaders, and other internal organizations, to understand their needs and expectations. Communicating the value, capabilities, and impact of OPM's available AI technologies.
  • Serving as an active member of the appropriate OPM IT and data governance boards to outline OPM's technology capabilities to enforce ethical standards, transparency, and accountability for AI development and use, ensuring compliance with relevant Executive Orders and policies.

Qualifications

All applicants must have 1 year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.

QUALIFICATIONS: Address each of the following Mandatory Technical Qualifications and Senior Professional Qualifications separately. All statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications.

Mandatory Technical Qualifications (Maximum of 1 page per TQ):

  • Demonstrated experience leading and managing successful generative AI projects utilizing multiple large data sets.
  • Ability to design, develop, test, deploy, and monitor scalable, reliable, and secure AI solutions, using safe agile practices, utilizing cloud platforms, such as Azure, AWS, or Google Cloud.
  • Expertise in applying various AI techniques, such as supervised learning, unsupervised learning, deep learning, natural language processing, computer vision, or reinforcement learning, to solve real-world problems.
  • Knowledge of data engineering, data governance, data quality, and data security best practices, and experience in working with large and diverse data sets, such as structured, unstructured, or streaming data.
  • Experience managing the ethical, social, and legal implications of AI, and the ability to adhere to the principles, standards, and best practices of responsible and trustworthy AI.
Senior Professional Qualifications (Maximum of 1 page per SPQ):
  1. Partnering: Ability to develop networks and build alliances, engage in cross-functional activities; collaborate across boundaries, and find common ground with a widening range of stakeholders. Utilize contacts to build and strengthen internal support bases.
  2. External Awareness: Demonstrated experience in understanding local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment.
  3. Communication: Ability to make clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication. Ability to express written facts and ideas in a clear, convincing and organized manner.
